Busport at Panvel

The proposed Panvel Bus Port is part of MSRTC’s ambitious programme to transform 14 existing bus depots across Maharashtra into world-class, multimodal transport hubs comparable to leading international bus terminals. SPA was appointed as the Transactional Advisor for the programme, responsible for conceptualising financially viable redevelopment models, preparing feasibility studies, transaction documents and bid processes, while identifying and selecting private sector developers to partner in the redevelopment. The Panvel Bus Port demonstrates how public transport infrastructure can be modernised through innovative public-private partnerships without imposing a financial burden on the government.

The redevelopment proposal reimagines the existing depot as a contemporary transit destination integrating modern passenger amenities, retail, food courts, commercial spaces, efficient bus operations and enhanced commuter facilities within a vibrant urban environment. SPA developed the master plan, transaction structure and development framework that balances operational efficiency with commercial viability, creating a future-ready transport hub capable of serving the rapidly growing Mumbai Metropolitan Region while significantly improving the passenger experience.

The project is structured on a 30-year lease concession, under which the selected private developer finances, designs, constructs and operates the modern bus port while undertaking a complementary commercial development on the site. Revenue generated from the commercial component cross-subsidises the cost of developing and maintaining the public transport infrastructure, enabling MSRTC to upgrade its assets without significant capital expenditure. This pioneering value-capture model demonstrates how strategic transaction advisory can unlock the latent potential of public land assets, creating a sustainable and replicable framework for infrastructure redevelopment across India.
